"This experimental work aims at creating a truly international language of cinema based on its absolute separation from the language of theater and literature." The similarity to Vertov's predecessor is unmistakable. The Soviet city symphony and Ruttmann's Berlin film, which was made two years earlier, are also similar in the program that precedes the film. In Vertov's film, however, the images of Moscow, Odesa and Kyiv transcend the character of a pure portrait of a city to become a testimony to a young Soviet city par excellence, in which people and machines become a symbol of the new productivity.
